NEWS -On 2 July 2025, WHO expressed interest in documenting Asha Kirana as a model for global,
people-centred eye care using tools like ECSAT & ECIM at no cost
HIGHLIGHTS
- Launched by Karnataka CM Siddaramaiah on 18 February 2024, under the National Programme for
Control of Blindness & Visual Impairment - Conducts door-to-door primary eye screening by ASHA workers and health personnel for all age groups
- Those identified with possible issues are referred to PHCs for secondary screening by ophthalmologists
- Provides free spectacles following ophthalmologist prescriptions at PHCs
- Offers free cataract surgeries at government hospitals and registered voluntary organization facilities
- Achievements to date include:
▪ ~5.66 million primary screenings in phase 1 → ~0.83 million secondary screenings, 245 k
spectacles dispensed, 39 k cataract ops
▪ ~5.28 million primary screenings in phase 2 → ~0.94 million diagnosed, ongoing spects &
surgeries
ALSO IN NEWS – Restructuring the Asha Kirana programme under the National Programme for Control of
Blindness and Visual Impairment, the Karnataka Health Department launched 393 Asha Kirana vision centres
in public health facilities across the State.
KARNATAKA’S EDUCATION PERFORMANCE IN CENTRE’S PGI 2.0 REPORT
NEWS – Karnataka’s overall score dropped from 562 (2022-23) to 549 (2023-24) in the
Performance Grading Index (PGI) 2.0 by the Ministry of Education.
HIGHLIGHTS
- The state continues to perform poorly in the ‘learning outcomes and quality’
- domain – score remains stagnant at 59.4/240 for two consecutive years.
- Despite government efforts, no visible improvement in core academic areas:
language, mathematics, science, and social science in Classes 3, 5, and 8. - Karnataka received the Akanshi-1 grade (21%–30% performance bracket),
along with 14 other states. - Experts cite vacancies in teaching posts as a key reason for poor learning outcomes.
- Focus remains on infrastructure development through CSR funds, while quality of education is
neglected. - Positive progress seen in the ‘access’ domain, with score improving from 63.8 to 67.7 out of 80.
- PGI 2.0 is aligned with UDISE+, comprising 73 indicators and 1,000 total points across outcome and
governance domains.
PROHIBITION OF CHILD MARRIAGE BILL, 2025
NEWS – Prohibition of Child Marriage Bill, 2025 drafted by Karnataka Government.
HIGHLIGHTS
- Objective: To curb not just child marriages, but also child engagements and preparatory actsleading to them.
- Punishment:Up to 2 years imprisonment , Fine up to ₹1 lakh, Now extended to engagements, not just solemnised marriage
- Current Law:
o Under the Prohibition of Child Marriage Act, 2006, only marriages were punishable. - New Provisions:
o Engagements of minors declared null and void.
o Preparation, abetment, and facilitation (by families, witnesses, community leaders) made
punishable.
o Amendment to Section 10: Includes punishment for “preparation and solemnising” child
marriages. - Section 13A (New):
o Allows courts to issue injunctions to prohibit child engagements. - Reason: Many child marriages were disguised as engagements to escape the law.
KDEM DIGITAL ECONOMY VISION FOR MYSURU
NEWS – Karnataka Digital Economy Mission (KDEM) unveiled its Vision 2030 for Mysuru at the 5th Mysuru
Big Tech Show 2025.
HIGHLIGHTS
- Aims to develop Mysuru into a $10 billion digital economy, generate 1.5 lakh jobs, and support
2,800+ startups. - Mysuru is a key hub under the ‘Beyond Bengaluru’ initiative, promoting tech growth in Tier-2 cities.
- The Mysuru Cluster Vision Document 2025 outlines growth in IT/ITeS, ESDM, GCCs, Startups, and
Talent. - Global Technology Centre (10,000 seats) and EMC 2.0 (235.5 acres) to boost infrastructure.
- KDEM Skill Centre to train 50,000+ professionals, with 90% assured placement.
- Kochanahalli SEZ, PCB Park, and Airport Phase I are strategic projects to enhance connectivity and

o Driven by highly skilled, energetic, and dynamic professionals.
o Under the aegis of the Department of Electronics, Information Technology, Biotechnology
and Science & Technology. - Industry Partners: ASSOCHAM (Associated Chambers of Commerce and Industry of India). + IESA
(Indian Electronics and Semiconductor Association) + NASSCOM (National Association of Software
and Services Companies).
SUDDEN DEATHS DECLARED NOTIFIABLE DISEASE – KARNATAKA GOVT
NEWS – Karnataka has declared sudden deaths (mainly due to heart attacks) below 45 years as a notifiable
condition
HIGHLIGHTS
- All deaths outside hospitals due to sudden collapse must be
reported to the government. - Autopsy made mandatory in all such cases to determine actual
cause of death. - Decision based on recommendations of a governmentappointed expert committee.
Key Recommendations & Actions - Need for a cardiac surveillance programme and a national
registry on sudden cardiac deaths in young adults. - Annual screening for heart diseases to be conducted among:
o School students (15+ years)
o Government employees
o Private sector employees (encouraged)
Post-COVID Concerns - Heart attacks in Karnataka have increased by 4–5% post-COVID.
- No link found between COVID vaccines and sudden heart attacks.
- COVID-induced lifestyle changes (e.g., less physical activity, more screen time, stress) identified as major
risk factors. - Rise in consumption of processed, high-sugar foods also contributing.
YES BENGALURU
NEWS – ‘Yes Bengaluru’ is a city innovation challenge launched on July 8, 2025, by the Karnataka
Department of Electronics and IT/BT, in collaboration with Deloitte and the World Economic Forum (WEF)
HIGHLIGHTS
- Bengaluru becomes the second global city after San Francisco to initiate such a startup-driven
platform to address urban civic challenges. - The initiative aims to make the city future-ready, sustainable, and liveable by involving startups in
solving key civic issues. - Problems to be addressed include air and noise pollution, waste management, sewage treatment,
traffic congestion, mobility, green energy, and water conservation. - The challenge will run for three years, with selected startup solutions implemented by government
departments and civic bodies like BBMP. - An MoU was signed during a US roadshow by a Karnataka delegation led by Sharath Bachegowda,
Chairman of KEONICS. - The initiative is not-for-profit, with Deloitte acting as the knowledge partner, assisting in formulating
and launching challenges. - ‘Yes SF’, the first such initiative in San Francisco (2023), was aligned with UN SDG 11 to make cities
inclusive, safe, resilient, and sustainable. - Karnataka also attracted ₹7,100 crore investment from ESDM companies and GCCs during the US
roadshow.
RESILIENT RAGI ACREAGE SURGES IN KARNATAKA
NEWS – Ragi (finger millet) cultivation in Karnataka rose from 6.73 lakh ha (2019) to 8.73 lakh ha (2024),
becoming the second-fastest growing crop after maize.
HIGHLIGHTS
- High State Contribution: Karnataka produces over 60% of India’s total ragi output; 13.5 lakh tonnes
expected in 2024-25 (advanced estimates). - Drivers of Growth:
o Rising Minimum Support Price (MSP) — from ₹3,000 in 2019 to ₹4,290/quintal in 2024-25.
o Stable markets aided by Public Distribution System (PDS) inclusion.
o Climate resilience and adaptability to rainfed, low-input conditions.
o Ease of mechanized cultivation, even during rabi season using residual soil moisture. - Production Challenges:
o Despite acreage expansion, yield has fluctuated and declined since 2019-20 due to weather
anomalies, not farming practices.
o Kolar region shows reduced area under ragi due to shift to irrigated crops like vegetables. - Farmer Preference: Farmers cite good returns, food-fodder security, and labour-saving
mechanization as reasons for shift. - Policy Impact: Experts highlight ragi as a model of successful climate-resilient agricultural policy.
Suggest similar support for jowar, which saw a 2.5 lakh ha drop in cultivation due to lower MSP and
lack of procurement incentives.
ADULT BCG VACCINATION DRIVE IN KARNATAKA
NEWS – Belagavi led the drive, followed by Kalaburagi, Bengaluru Urban, Vijayapura, and Davangere.
Dakshina Kannada ranked lowest.
HIGHLIGHTS
- India launched its first adult BCG vaccination drive three months ago in 15 districts across Karnataka.
- Coverage Stats: Over 4.16 lakh adults vaccinated — 2.21 lakh women, 1.94 lakh men, and 562
transgender persons. - Target Groups: Adults previously treated for TB, close contacts of TB patients, elderly (60+), diabetics,
smokers, and individuals with BMI under 18. - Consent Mandatory: Written consent is required before vaccination; women outnumbered men in
vaccine uptake across all districts. - Challenges: Turnout below expectations. Example: Davangere had 2.5 lakh eligible, but only 30,546
vaccinated. - Logistics: One vaccine vial must be used within 4 hours.
- Objective: To compare TB incidence in vaccinated vs non-vaccinated districts. ICMR to evaluate
impact over 3 years. - Future Expansion: If successful, drive will expand to other districts.
- About BCG: Bacillus Calmette–Guérin (BCG) vaccine is the only licensed vaccine against TB, used
since 1921. It Works better farther from equator; limited efficacy in tropical countries like India. - India’s TB Burden: India accounts for 27% of global TB cases, per WHO 2019 data.
URBAN HEAT CRISIS IN BENGALURU: KEY FINDINGS FROM NEW STUDY
- A recent study highlights a dramatic 1,078% rise in Bengaluru’s built-up area from 1973 (7.97%) to 2025 (87.64%), causing severe urban heat effects.
- The city’s May temperatures surged from 16–18°C in the 1970s to 34°C in 2025, correlating with
declining vegetation and increasing paved surfaces
- Urban Heat Island (UHI) archipelago—a concentration of localised heat zones—was
especially observed in eastern and northern Bengaluru. - 15.41 sq. km of the city now falls under “very high temperature” zones, while only 168.93 sq. km
remains under ecologically favourable conditions. - UTFVI (Urban Thermal Field Variance Index) indicates 545.25 sq. km is under ecologically
unfavourable thermal stress. - The transformation followed three urban growth phases: public sector-led expansion (1973–92), IT
and SEZ-driven boom (post-2002), and rapid urbanisation (2012–21). - Loss of 88% vegetation cover and 79% water bodies worsened ecological balance, hydrology, and
public comfort. - Study recommends:
o 30% green/open space at plot level
o Mini forests of native species per ward
o Rejuvenation of 216 lakes
o Green corridors and sustainable urban planning - Conducted by researchers from IISc and others, the study calls for urgent policy intervention to
combat UHI and restore ecological health.
